Why the Behavioral Health System Needs a New Model
In the United States, nearly 1 in 3 young adults (ages 18-25) lives with a mental illness, and 1 in 7 struggles with a substance use disorder, according to the National Institute on Drug Abuse and NAMI (NAMI, 2024). Yet, the systems in place to help them are chronically underfunded, overly complex, and rarely designed with this demographic in mind.

The Current System Is Reactive, Not Preventive
Today’s behavioral health system often only intervenes when someone is in crisis. Emergency rooms and jails have become the default front lines for people in psychiatric distress—especially young adults without access to quality transformative care.
Recent data from the Substance Abuse and Mental Health Services Administration (SAMHSA) reveals a concerning mental health landscape for young adults aged 18 to 25. Over one in three (33.7%) in this age group experienced some form of mental illness in the past year, with 11.4% facing a serious mental illness and 20.1% reporting a major depressive episode. Despite the prevalence of these challenges, less than half—only 44.6%—received any form of mental health care. Additionally, nearly 12% of young adults perceived an unmet need for support. These statistics reflect a growing gap between mental health needs and access to effective, supportive care during a critical life stage (SAMHSA, 2023).
Mental health struggles in young adults often have their roots in childhood or adolescence, with unmet emotional and developmental needs escalating into more serious challenges over time. Waiting until a crisis occurs is too late, creating a cycle of untreated symptoms that can lead to repeated hospitalizations, homelessness, incarceration, or even death. To break this cycle and create lasting change, we must invest in early education, intervention, and continuity of care—areas that are urgently lacking and require your involvement and investment.
Young Adults Are Not Being Heard—Or Helped
Young adults are at a critical crossroads, balancing college, early careers, identity formation, and growing independence. However, behavioral health services don’t often address their unique needs or experiences. The stigma, cost, and bureaucratic barriers deter many from seeking help.
We must meet them where they are—with culturally competent, trauma-informed, and peer-driven care. That means community-based support, digital tools, and broader services that embrace the whole person—not just target symptoms or a diagnosis.
A New Model: Grounded in Dignity, Innovation, and Community
The Phoenix Group Foundation is building a national network of young adult–centered behavioral health communities focused on education, empowerment, and recovery—not institutionalization or isolation. Our model includes:
Integrated treatment centers that provide both mental health and substance use disorder care under one roof
Mentorship programs led by individuals with lived experience
Family education and advocacy to reduce stigma and promote collective understanding and healing
Non-governmental funding to preserve integrity and independence in care delivery
