President

Holi serves as President of the Phoenix Group Foundation, where she leads with a deep commitment to strengthening families, elevating their voices, and creating safer, more supportive communities. With more than 25 years of experience across federal, healthcare, military, and nonprofit systems, she brings a rare blend of strategic leadership, trauma-informed expertise, and compassionate advocacy to her role.

Before joining the Phoenix Group Foundation, Holi worked in the Office of Family Violence Prevention Services in the U.S. Department of Health & Human Services, working on national initiatives that advanced prevention, early childhood development, and family well-being.

Her career also includes leadership roles in domestic violence services, military family support, and clinical advocacy, giving her a uniquely cross-trained perspective on what families and communities need to heal and thrive.

Holi is known for building powerful partnerships, cultivating donor and community engagement, and designing programs rooted in equity, dignity, and real-world impact. She has worked extensively with state, federal, and Tribal leaders, health systems, community organizations, and philanthropic partners to strengthen services and expand access for those most affected by trauma and structural inequities.

At the Phoenix Group Foundation, Holi guides the organization’s strategic vision, fundraising efforts, and program development while fostering a culture of collaboration, transparency, and belonging. Her leadership reflects a core belief: when individuals and families are supported with compassion and connection, communities grow stronger.

Holi holds a Master’s degree in Forensic Psychology and a Bachelor’s degree in Human Services. She is based in Everett, Washington.
